After restarting computer still get message to restart computer for updates to take effect!

When I restart my computer (running Windows 7 Home Premium 64 bit) because of updates, installing or uninstalling software, etc.,  it gives me the message box again that I need to restart the computer for updates to take effect.  When this first showed
up almost right after I got this computer (a few weeks ago), I thought it was just a fluke and I did stupidly restart the computer 2 or 3 times in case the message was correct and I needed to do this - with a new system who knows, right? (i3 530 Gateway) Anyway,
no sir, it shows up EVERY time I shut down or restart the computer.  What can I do to fix this?  It's very annoying!

I think you'll (eventually) find that all of your problems are being caused by a hijackware infection, one which AVG didn't catch (and which MSE can't detect now
because the computer was already infected when you installed it).
Back-up any personal data (none of which should be considered 100% trustworthy at this point) then format the HDD & do a clean install of Windows. 
Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!

After the clean install, you will have the equivalent of a "new computer" so take care of everything on the following page before otherwise connecting the machine to the internet
or a local network (i.e., other computers) and before using a flash drive or SDCard that isn't brand-new or hasn't been freshly formatted:

NB: The Norton free-trial that came preinstalled on the computer when you bought it will be reinstalled (but invalid) when Windows is reinstalled.
You MUST uninstall the free-trial
and download/run the
Norton Removal Tool again before installing any updates
and before installing your new anti-virus application (i.e., MSE).
If these procedures look too complex - and there is no shame in admitting this isn't your cup of tea - take the machine to a local, reputable and independent (i.e., not BigBoxStoreUSA or Geek Squad) computer repair shop.
