Attempting to unistall a program and recieve a message, " Windons Installer could not be accessed.

Attempting to unistall a program, PALM DESKTOP, I receive a message that "Windows Installer Could Not Be Accessed".

Step 1:
 Check if windows installer service is starrted or not.

1.
Click on start.
2.
In the search bar, type in as services.msc
3.
Then scroll down to check for windows installer service.
4.
See if it has started and if it is in automatic startup tye.
5.
If not, right click to start the service and change the startup type to automatic.
Step 2:

Try re-starting windows installer by following the steps below:
1.
Click START
2.
Type 'cmd' (without quotes).
Right click the result (there should only be one)
   and select 'Run as Administrator'
 
** Close out of any open programs before moving to the following steps
 
3.
In command prompt, type 'msiexec /unregister' (without quotes and with a space between msiexec and /unregister)
4.
Press enter
5.
Type 'msiexec /regserver' (without quotes and with a space between msiexec and /regserver)
6.
Press enter
7.
Type 'net stop msiserver' (without quotes and with spaces between net and stop and stop and msiserver)
8.
Press enter
9.
Type 'net start msiserver' (without quotes and with spaces between net and start and stop and msiserver)
Step 3:

To reinstall the Windows Installer, rename the damaged Windows Installer files, and then reinstall the Windows Installer.
To do this, follow these steps:

Click Start, click Run, type cmd in the
Open text box, and then click OK.
Type cd %windir%\system32, and then press ENTER.
Type attrib -r -s -h dllcache, and then press ENTER.
Type ren msi.dll msi.old, and then press ENTER.
Type ren msiexec.exe msiexec.old, and then press ENTER.
Type ren msihnd.dll msihnd.old, and then press ENTER.
Type exit, and then press ENTER.
At the command prompt, type exit, and then press ENTER.
Click Start, and then click Turn off computer or
Shut Down.
Select the Restart option, and then click OK, or click
Restart.
Log on to the computer.
Download and install the latest version of the Windows Installer.

Click Start, and then click Turn off computer or
Shut Down.
Select the Restart option, and then click OK, or click
Restart.

Step 4:

Verify the Registry Permissions:
1.    Click Start, type Regedt32 and then press Enter.
2.    Select HKEY_CLASSES_ROOT, on the Edit menu, click Permissions.
3.    Verify that the SYSTEM account has been added and that it has Full control.
If it does not, add the SYSTEM account with Full control.
4.    Please use the same method to give Full control permission to the following registry keys:
 
HKEY_CURRENT_USER
HKEY_LOCAL_MACHINE
HKEY_USERS
HKEY_CURRENT_CONFIG

System Restore - Fix All Errors including Attempting to unistall a program and recieve a message, " Windons Installer could not be accessed.

  • Click on the Start button on the Taskbar.
  • Type "System Restore" (without quotes) in the Search box and hit Enter or,
  • Click on System Restore (when you see System Restore pop up  in the list of search results).
  • Make sure the "Recommended restore" radio button is checked on the restore utility window.
  • Click on Next and follow the instructions given.

Note: There is the option on the restore utility to select "Choose a different restore point". Unless you have a specific reason to select a different date and time than what Windows recommends, just select the recommended option stated in the steps above. If you choose to select another one, follow these steps:

Click on that desired date and time, and Windows 7 will perform a scan for any affected programs in that restore point.

Once completed, click Next and follow the instructions given.

Once you have selected the restore point, your system will start the restoring process, after which you will have to restart the system.
