Brand new HP not working properly with Windows 7 and Internet Explorer 8

When internet explorer is opened it sometimes loads our homepage, sometimes we get a connection error screen and sometimes we get a screen with a bunch of numbers and symbols.
If our homepage does load, we can use it for about 2 minutes then it freezes or
goes to an error page or the symbol page.


No operating disks came with the computer and we would rather have Windows Vista.
We don't know where to go from here.

I tried to download firefox so maybe we could uninstall windows and explorer then reinstall a different version but the computer gave me this message:
