Cannot access Internet from the Start page, get error "Page cannot be displayed". Able to access internet from the desktop

I'm not certain what version of IE, I'm running.  
 
My problem is that I Cannot access Internet from the Start page, get error "Page cannot be displayed".  However, I am able to access Internet Explorer from Desktop
