DOS Box/Mode in Windows 7

A potential customer has a FORTRAN program which he is unable to run in the Windows 7 DOS box/mode. The program has an overlay structure. Could that be the problem? And if so and if I remove the overlay structure and the program then exceeds 640K will
that be a problem?
