If you have Windows 7, Windows Photo Viewer should be installed by default.
It is normally accessed by right-clicking on a picture and selecting
Open with then Windows Photo Viewer.
If Windows Photo Viewer is set as the default program for the pictures file type you can simply open on the picture by double left-clicking on it.
I'm not sure what you are trying to do with Windows Photo Viewer, but you should know that is primarily a program for
viewing pictures and not editing them.
