[Anwsered] the operating system cannot run %1

the operating system cannot run %1

Just updated a friend's XP Media Center computer to SP3.
Now IE won't open and neither will Windows Update - I get the same message on both "  RUNDLL - c:\windows\system32\inetcpl.cpl.
The C".

Keys to the Problem the operating system cannot run %1

HOW TO get a computer running WinXP Gold (no Service Packs) fully patched (after a clean install)
HOW TO get a computer running WinXP SP1(a) or SP2 fully patched (after a clean install)

IMPORTANT! => If the reinstall also (re)installed a Norton or McAfee free-trial (invalid, of course), you MUST uninstall it AND download/run the appropriate removal tool BEFORE installing N360 (which, I will assume, your friend had purchased and which will
require WinXP SP3).
And yes, even if it's a Norton free-trial.

    Norton Removal Tool:

    McAfee removal tool:

Download the appropriate removal tool, saving it to your desktop.

Uninstall the free-trial via Add/Remove Programs.
Close all open applications (i.e., anything with an icon on the taskbar).
Double-click on the file you saved in #1 above to run the utility.
Don't TOUCH your keyboard until the run completes, then reboot.

Don't Download Malware

Where are you getting the download?

There are malicious people who download valid copies of a popular download, modify the file with malicious software, and then upload the file with the same name. Make sure you are downloading from the developer's web page or a reputable company.

Don't install download manager

Many sites suggest or require you to install an installer or a download manager before allowing you to download a program you may be interested in downloading. These tools almost always cause your computer more problems and may even have malware or other spyware. Avoid any site claiming anything must be installed first before you can continue with your download.

Avoid advertisements on download pages

To help make money and pay for the bandwidth costs of supplying free the software, the final download page may have ads. Watch out for anything that looks like advertisements on the download page. Many advertisers try to trick viewers into clicking an ad with phrases like "Download Now", "Start Download", or "Continue" and that ad may open a separate download.

Cancel or deny any automatic download

Some sites may automatically try start a download or give the appearance that something needs to be installed or updated before the site or video can be seen. Never accept or install anything from any site unless you know what is downloading.
