Add and Remove Programs is not working

Suddenly, my 500 GB computer hard drive that had few used space is showing that I have 22 MB left.  I can't figure out why.  I have noticed that the programs that I have uninstalled in add or remove are still on my hard drive--folders as well as the megabytes
they use.  I am baffled!  Can anyone make a suggestion.  I think something is wrong with the Windows.  My Starry Night Enthusiast program is taking up 768 MB and Windows did not install any of it.  The fold er is still there.
I had tried IBM Lotus, and uninstalled
it.  It is still there.  When I tried to contact Microsoft for support, it has expired.  That was a shock!  It hasn't been out that long!
Has anyone else had this problem?  Can I just delete the folders since I did the uninstalls?

I'm not exactly certain what has caused this issue; however, it is possible that an unwanted program has been introduces (malware, virus, trojan, something) that is causing the disk consumption.

To delete all those old folders may be possible.  Most software does do a "clean uninstall".  The Vendor's programmers are sloppy, it is a corporate directive that the product remains on the system, or some other such disregard for the systems we own.  In any
case, most products certainly leave all or part of their product in the Programs folder, even after they have been "uninstalled".

To safely remove the product (and it is not always so), two things must be done first: 1) Load the Add/Remove Programs component; 2) search the list very carefully and make sure the product is de-registered with the operating system.  Once this is confirmed,
it should be safe to delete the folders where the product was contained.  (Usually C:\Program Files\.

There is also one other location that may be searched for the products programs.  Extreme care must be used, though.
The folder is: C:\Program Files\Common Files.  This is a general location used by any number of vendor products and the system.  They tend to
place special libraries there that are often used by multiple functions on the computer; and especially by the Vendor's product itself.  It is best to stay away from this area, unless advanced knowledge of the system and product is known.

As a final step, to help clean up your system, find a good registry cleaner.  This product will reorganize the registry while removing most of the entries that was placed there by the now defunct vendor products.  Plus, they always provide a safe guard, by
providing a "last chance" before actual removal of the entries takes place.

If your disk consumption is dramatically lowered after removing the software, then should be home free.  However, if it remains high, I would recommend that a strong computer virus/spy-ware scanner be used to determine what errant program is eating up disk
space - it is unlikely to be any product that was bought and installed.

Where are you getting the download?

There are malicious people who download valid copies of a popular download, modify the file with malicious software, and then upload the file with the same name. Make sure you are downloading from the developer's web page or a reputable company.

Don't install download manager

Many sites suggest or require you to install an installer or a download manager before allowing you to download a program you may be interested in downloading. These tools almost always cause your computer more problems and may even have malware or other spyware. Avoid any site claiming anything must be installed first before you can continue with your download.

Avoid advertisements on download pages

To help make money and pay for the bandwidth costs of supplying free the software, the final download page may have ads. Watch out for anything that looks like advertisements on the download page. Many advertisers try to trick viewers into clicking an ad with phrases like "Download Now", "Start Download", or "Continue" and that ad may open a separate download.

Cancel or deny any automatic download

Some sites may automatically try start a download or give the appearance that something needs to be installed or updated before the site or video can be seen. Never accept or install anything from any site unless you know what is downloading.
