Download SmartPCFixer to Fix It (Free)

Hi Raylene730,
Welcome to Microsoft Answers.
For Windows 7, it includes the .NET Framework 3.5.1 as an OS component.
This means you will get the
.NET Framework 2.0 SP2, 3.0 SP2 and 3.5 SP1 plus a few post 3.5 SP1 bug fixes.
The feature of 3.0 SP2 and 3.5 SP1 can be added or removed via the Programs and Features control panel.
Thus, we don't need to manually download .NET
Framework 3.5 SP1 and install it on Windows 7.

I would suggest you to download newer version of the framework and install if needed.
That is, you cannot install .NET framework 1.1.
If you need to install a newer version then you will have to uninstall the old version then go to the Microsoft download center and can download the .NET framework version whichever is required and install it on your computer.
Refer to the below
mentioned download link for downloading the framework.

Hope this helps.
