Why is Skype and an exam preparation software not working on Samsung netbook using Windows 7.

The programs are loaded and running on the machine but I am not able to get  the interface to start using the programmes.
I click on the Skype icon and get a window that asks me if I want to allow the programme to run, I would select "Yes"and then nothing
happens.
